Luik: one must understand the factors that are shaping our security environment

In his speech at the conclusion of the 39th Higher National Defence Course, Minister of Defence Jüri Luik emphasised that Estonia’s national defence model requires awareness by citizens and situational awareness by the state.

Luik cited the fact that broad-based national defence requires the inclusion and participation of the people, it is not the preserve of a narrow group of professionals and one important role in participation in national defence is the awareness of the people.
‘Awareness means the ability to differentiate between the important and the unimportant – one must understand what the factors are that form the security environment around us,’ said the Minister of Defence.

Luik said that in addition to the awareness of our people it is very important that the state is thoroughly knowledgeable when it comes to situational awareness, which means being up to speed with what is taking place around us.

‘It is of no use to us if we admit that the situation in the world is very complicated and we simply sit on that knowledge,' said Luik. The everyday task of people organising national defence is to find solutions, so that risks are not realised and dangers would be deterred'.

Minister of Defence Luik confirmed that we are up to speed with that which threatens us the most and emphasised that in order to fend off that threat we require a high quality independent defence capability and the strong collective support of NATO.

The goal of the Higher National Defence Course is to provide an overview of Estonia’s security situation, foreign policy and defence policy and a broad-based approach to national defence, in order to increase cooperation and societal coherence in national defence. Taking part in the course are opinion leaders, politicians, entrepreneurs, government officials, servicemen, journalists, etc. The course has been organised in its present form since November 1999. The courses are being organised by the International Centre for Defence and Security.
